When it becomes necessary to decode a phone listing or a string of dialed numbers that is delivered to a device from a switch it becomes obvious that the framers of the numbering code had just such an exercise in mind when they assigned the codes. If you read any dialed number starting with the "+" and move left to right, every match is unique. You can see this by examining the tree above. For example, if the number is +49123456780, you can be assured that the country code is +49 for Germany, since there are no assignments for 490 to 499. So, as soon as a number read left to right matches a number in the table, you have the correct country code.

Zone 1 – North American Numbering Plan Area

Areas within NANPA (North American Numbering Plan Area) are assigned area codes as if they were all areas within one country. The codes below in format +1-XXX represent area code XXX within the +1 NANPA zone — not a separate country code. For example, the dialing code for Guam is +1 (the NANPA country code) followed by the area code 671 — not +671 or +1671.
While the name is "North American Numbering Plan Area", the NANP area codes just cover most of the Anglo American nations and a few other nations. Excludes Mexico and the Central America nations.

Zone 2 – Mostly Africa, some Atlantic islands

Zone 3 – Europe

Originally larger countries, such as France, were assigned two-digit codes (to compensate for their usually longer domestic numbers) and small countries, such as Iceland, were assigned three-digit codes; however since the 1980s all new assignments have been three-digit regardless of countries’ sizes.

Zone 4 – Europe

Zone 5 – Mexico, Central America, South America and the French American dependencies

Zone 6 – Southeast Asia and Oceania

Zone 7 – Russia and Kazakhstan

Zone 8 – East Asia and Special Services

Zone 9 – West, South and Central Asia, Middle East

Zone 0 – unassigned

(*) These countries are part of the North America Numbering Plan (NANP), even though they may be geographically far from North America (Mexico is not included). The country code for all NANP countries is 1; the numbers that follow are used in the same way as area codes are in the U.S. and Canada.

History

CCITT, the predecessor of the ITU Telecommunication Standardization Sector (ITU-T), developed the first formal list of telephone country codes. This list was included in the 1964 CCITT Blue Book, among other international telecommunication recommendations, which would eventually become ITU-T recommendation E.164.

An earlier system of country codes for European use was mentioned in the 1960 CCITT Red Book. Some of these country codes were retained in the CCITT country code assignments and remain in effect (e.g. France +33, United Kingdom +44).
